Hey, I have watched afew tutorials and read some, but I do not understand how to make the cage...

From my understanding you just have to make it so that it is about a milimeter away from the high poly geometry and is over the floating geometry (Floaters).

I am trying to bake a hard surfaced object, which is a weapon (Pistol). I have not made the whole weapon high poly, I have just put some floaters on it as I want to have that detail in the normal map.

read/watch the tutorials again because you obviously missed the big step of projection mapping in the Render to Texture dialog box. a projection modifier will be placed on your low poly object and the cage will be visible. You could just do this from the modifier stack instead of the RRT dialog.
