How would you approach making alpha eyelashes, if you can only use a small portion of the UVs for teh eyelashes? Or are eyelashes usually not modeled or textured?

It depends on view distance. Unless you're going to have the entire head filling the screen for talking scenes, it's a waist of triangles and texture, just put a black outline around the eyes like eyeliner. If you are going to have that large, you can almost always find extra space to squeeze the eyelash texture.
I do them like this. You can see some UV distortion in the extreme closeup, but it's barely noticeable in the normal view.

I assume that the reddish tint around the sclera is so it looks awesome as the eye itself rotates?

So you use extra geometry for the cornea of the eye? I am making the eyelashes for a character for my portfolio. Very flamboyant with dark eyelashes. They are seperated from the main mesh but I assume I can merge them to it after all of the normals, cavity and ambient occlusion maps are created.
