there are so many tutorials on many websites, i am not so expert in that section but I am gonna give you a way that works for me, as far as setting a working normal map shader in maya I can tell you couple of ways you can connect your Normal map to your shader
a) In the hypershade click on File under the 2d textures node or go to create > 2d textures > file
Click on the file you just created and in the attribute editor load your normal map with your
middle mouse button drag the file to a blin or a lambert and click on Other and that will bring the connection editor, from the left ( your file node ) click on Out Color and on the right (your Material ) click on Normal Camera then click close, and that should be it.
b) use your middle mouse button to drag the file you created to the shader and then once you release you will get a menu, select bump map, once you see the bump map created, click on it and in the attribute editor, in the bump2d tap, under 2d bump map attributes change the use as to Tangent Space Normals instead of bump
c) you can download JS_Normalmapper from http://www.pixero.com/downloads_mr.html
and follow the instruction there after downloading, awesome shader and its easy to use with a lot of control
good luck
